Why isnt it lil wayne rapping on the carter II?

Why isnt it lil wayne rapping on the carter II?
i just bought (the carter II chopped and screwed) CD and it is not lil Wayne's voice rapping...it is some low voiced person instead. I looked it up on youtube and found the same voice singing but on itunes it is lil wayne...any answers?

    Well first he already has an album "The Carter II" and another album called "Chopped and Screwed" but that person with a low voice is called Michael 5000 Watts who makes the album "chopped" and "screwed" here's a review about that album.http://music.msn.com/music/album-review/…
